What this is for
One frame out of the clip: as a thumbnail, as evidence, or because something is legible at exactly that moment. A screenshot is the obvious route and the worse one - it has the size of your screen rather than of the video, and the player controls come along with it.
Here the frame comes out at the video's own resolution. A 4K clip gives a 4K picture; a portrait phone video gives a portrait one.
The two arrows step one frame back and on. Above the bar stands the time - and where the browser will say so, the time of the frame actually on screen rather than the one that was asked for. Those are not always the same.
If you need several moments, set marks and save them together at the end. Otherwise it would be six trips through a file dialogue for six pictures.
Common questions
No. It is played and read in your browser - with a video that is often several hundred megabytes, that is incidentally also the faster route.
Whatever your browser can play. MP4 with H.264 works practically everywhere, WebM likewise; with MOV it depends on the codec. MKV and AVI do not work - no mainstream browser plays them. The tool then tells you which format it is instead of showing a black rectangle.
Because browsers ship only a small selection of containers and codecs, for licensing and maintenance reasons. The picture data in an MKV file is often the same as in an MP4; only the wrapper is unfamiliar. Repacking is not something this tool can do - that needs a program on your machine.

That is why the time above the bar is the time of the frame actually on screen, where the browser will say. Trust that number, not the arithmetic.
Because no browser reveals it. It is measured by playing for a moment and watching when the frames arrive - the gap between them gives the rate. That hits the common values reliably, but it is a measurement and not a statement from the file.
At the video's. The only limit is the browser's drawing surface at around 16 megapixels - an 8K frame is above that and gets scaled down. The tool tells you when that happens.
Because a phone stores a portrait video sideways and only adds a rotation note. Browsers honour it; some simpler programs do not. The still frame gets the orientation you see in the player.
