What this is for
The scanner put two letters in one file. The contract and its appendix should be filed separately. The collected invoice should be one file per month. Three cases, three ways to split - and all three are here.
At one place is the commonest: you say which page to cut after and get two files. Every X pages divides it evenly. By file size is the one for attachment limits - the tool puts as many pages into each part as fit under your limit.
That size limit is a search, not a calculation: how large a part turns out is only known once it has been written. So the tool tries - but cleverly, by doubling and narrowing rather than page by page. At five hundred pages that is the difference between seconds and minutes.
Text stays text. Pages are carried across as objects rather than redrawn - fonts, links and searchability survive in every part.

Then it stands alone in a part that is over your limit - and the tool says so. A single page cannot be split further; quietly putting it into an oversized part would be worse.
