What this is for
A recording of a talk, an interview, the music from a clip: sometimes only the sound is wanted and the pictures are ballast.
Where it can be, the audio track is lifted out unchanged. Without re-encoding means without loss of quality and in seconds. What comes out follows what is in the video - usually an M4A file with AAC sound, or an Opus file for WebM.
If you would rather have MP3, tick the box. Then it is re-encoded: playable everywhere, slower, and it costs a little quality, because an already compressed track is compressed a second time.

No. The processing runs in your browser.
Without the tick, whatever is in the video: for MP4 usually an M4A file with AAC sound, for WebM an Opus file. Every current device plays both. With the tick you get MP3 - that really does run everywhere, including on old equipment.
Because it costs quality nobody gets back. The sound in the video is already compressed; converting to MP3 compresses it a second time. Without re-encoding the track is bit for bit the one from the video.
Then nothing comes out and the tool says so. Offering an empty file would be the worse answer.
